Rapid personnel deployment for emergency and response management is often a necessary function of federal agencies but doing so is often complex and costly. Although some agencies, such as the Federal Emergency Management Agency (FEMA), have internal divisions for managing and scaling their workforce, other agencies rely on private consultants. While this provides an enormous opportunity for enterprising and experienced contractors to support these agencies, rapid, scaled personnel deployment is fraught with difficulty, internally and externally.
